So I have to believe there is some miscommunication going on. There are volt subpanels available at electrical supplies but not at the big box stores. You simply would not have a connection to one of the lugs. You will also have to go to a supply house to get a single pole 60 amp breaker.
Just make sure it has lugs that will accept 6 awg wire. Then just feed it with a 40 or 50 amp single pole breaker. This particular load center I referenced has two full size spaces and if you install tandem single pole breakers you can have 4 branch circuits or 2 full size single poles giving you 2 circuits.
